Low Framerate on AMD R9 290...Need help..Please advice.

Hi everyone,
I recently updated my rig with Sapphire R9 290 Tri-x edition graphics card. My processor is bit old Athlon X2 260 & also I will be replacing it too within few weeks. But the reason I'm writing this is different. Before buying R9 290, I only hoped it will give me enough juice to play any game with a constant 60FPS & above with Ultra settings at 1080p resolution. But the scenario is however different. My framerate varies largely with different games. Here are the list of games I was playing & their FPS ratings: Everything in Ultra settings at 1920 x 1080 resolution.

Especially Metro LL,Crysis 3 & Rivals r unplayable. Sometimes there are frame drops in Black flag & blacklist also.Also the difference between maximum & average FPS is huge. Like for Crysis 3 & Battlefield 3, max FPS is 58 & 133 respectively. Similar cases for all of the rest.

Now before upgrading my processor & motherboard I want to know why is this happening. Will upgrading my MoBo & proc. allow me to play all these games above 60 FPS? Or is there a problem with something else?
My CPU usage while gaming shows 100% usage for both the cores for all of the above mentioned games.Is it a good thing or is it processor bottle-necking my card?

Also one more thing I would like to specify is that R9 290 requires 750W PSU. I have Corsair GS600 & I'm running R9 290 on it. It runs fine but is under powered PSU has anything to do with Framerate? Though I feel its not underpowered because 600W PSU is enough to run a beasty graphics card but still I may be wrong. Please help.. After all what is the worth on investing so much on a graphic card if you get this kind of framerate.
I just want to make sure that on upgrading my processor will really make a difference or I won't upgrade it at all.

Your CPU is bottle necking your R9 290. Pretty much you CPU cant keep up with your GPU. So in these games you are meeting the GPU side of things but your CPU isnt good enough for them yet. Once you get your new CPU it should be fine as long as its a worth CPU. Your PSU could affect performance since the GPU could not be getting enough power. Although i doubt thats the case since the CPU is very weak. Although if you upgrade your CPU itll be time to get a new PSU. Ill link you a nice one here.

Cant beat that price. Good quality to. I've had mine for over a year and still runs quiet and fine. If you want to upgrade the CPU i would go with the i5 4670K or the FX - 8350. Either or will do you just fine. Don't let an Intel or AMD fan boy tell you otherwise in the posts about one being worse than the other. They each have their pros and cons respectively.

Now you could go with a cheaper CPU but these will last you up to 5 years. Especially with overclocks on them. Your CPU upgrading will make the game run the way they should.

Yeah I'm already looking for a processor replacement but what I waana confirm is that the performance hit I'm getting is for the CPU itself & not my PSU (Corsair GS600). Because I also had doubts regarding my PSU. But on asking around & looking into some forums, they mentioned if a PC is underpowered, you get BSOD's, crashes & somewhat unstable system. But nothing of that sort happened to me. The asking rate of AMD R9 290 is 750W but mine's is a 600W(bronze certified). For a single GPU card, I feel 750W is pretty overrated. Just wanted to know if my PSU is alright.

your psu has 576W on the 12V rail, the card needs like 250W max. And considering how cpu limited you are the gpu won't be using anywhere near that wattage currently. Even with OCed i5 your psu will be enough to power it reliably. The 750W limit is for low quality psus that won't actually output as much on the 12V rail, so basically AMD is playing it safe with those very cautious recommendations.

Thanks for the help Kari... That's exactly what I wanted to know..I'll probably go for i5 4670K as mentioned by TripleBullet with MSI Z87-G45 GAMING motherboard.
