Im building a new pc for a cousin, the most demanding games he play are the facebook games(billiards games and alike) and some heavy multitabbing,15-20 chrome tabs. The build needs to have at least 4GB ram, he is very stubborn about this, he even wants to get 8GB in the future. I dont care about fancy procesors or gpus, his needs are really basic and almost anything will do I guess, feel free to suggest other sockets / amd builds if you think they are better.

I think OP already have a GPU.
That CPU/APU is old and wont be able to follow up with the one I requested and the one AMD radeon requested.

He said He's building a new pc and never mentioned he has a gfx card. He also said,"feel free to suggest other sockets / amd builds if you think they are better." Thats y i suggested an AMD build :)

First of all, I never said he had a gtx card.
I said I think he have a GPU, might be form a previous build since he didn't want it included.
Second I didn't say you shouldn't suggest it, I just explained why he shouldn't pick it.
