Packard Bell ixtreme M3720 upgrade advice.

Hi guys. This has been puzzling me for a long time. I have Packard Bell ixtreme M3720 and I have noticed that the nvidia graphics that came with it are worst than terrible. The PC doesn't resize how bad they are. It has NVIDIA GeForce 7100 / NVIDIA nForce 630i. I'm interested in upgrading the graphics but wonder if I'll need a new PSU. I dread the thought of changing the PSU as It is a lot of hassle and expense. But if it has to be done it has to be done. I'm grateful for any advice. Lastly there are no previous modification to the pc except for the addition of a blu-ray drive.
Max output of the PSU is 250 watts
Intel(R) Core(TM)2 Quad CPU Q8300 @ 2.50GHz, 2499 Mhz, 4 Core(s), 4 Logical Processor(s)
4GB of RAM

To put it simply, yes. You would need a new PSU to upgrade the graphics card.

Depends - what's your budget? Your CPU is old, so you stand the risk of bottlenecking as well, but for the short term, a 550W+ PSU and a GTX 760 wouldn't be a bad investment for ~$300-350

Is there any basic graphics cards that will just run team fortress 2. As this is a family pc and I will be purchasing my own pc for college after the summer.

Most low end GPUs will run TF2 just fine. a GT 640 or a GTX 650 should manage okay, but you'll still need at least a 450W

thanks for the help. Might just leave it so and build myself a new computer from scratch during the summer.
