How do I format this?

Hi there,
First time builder running windows 8. I have an SSD that I boot from, but I'd like to make my HDD available for storage, it's a fresh HDD and it shows up in BIOS and under disk management.

How do I format this so it shows up under 'My Computer' and is available to save data? I'm here in Disk Management.

Okay, does this program allow me to choose and view this HDD? Currently it's inactive and "Unallocated" under Disk Management.

It is not a program it is a small linux distro than runs from a cd. Once you have booted from the cd it is very easy to view and edit the HDD partitions.

Since you're already in Disk Management just right-click on the unallocated volume and create a new simple volume. After you do that you can then quick-format it and assign it a drive letter.

Since you know how to use disk management there is no need for other software.
Just find that disk in disk management. Right click on it and create a partition. No need for multiple partitions, just one partition using the whole disk. Then format the disk.
