Should I play games at 60fps with m/kb or 30fps with a controller(if possible)?

I'm not exactly new to PC gaming, but I've never had a particularly high end PC capable of maxing out anything modern, that is still the case. However, after discovering that many of my Steam games actually have built in controller support, I was wondering if I should sacrifice 60fps and high mouse precision in favor of better graphics in games locked at 30fps with a controller? Im currently running Intel HD graphics, but I can still run games decently, like Fallout 3 GOTY at 1280x720 at mostly medium settings, some high, some low, and I usually never go below 30fps outdoors, and this is with plenty of mods installed as well. However, with Fallout, I notice that if I go below 60fos (only outdoors for some reason) I get massive mouse
lag. This is nly a problem because of the high precision of a mouse, whereas controllers use accelerated motion, which makes the input lag practically non existent. Or something like Borderlands, I pretty much have to play it at 640x480 with almost all settings off or low to maintain 60fps, is it worth it when I could just lock it at 30, bring up to 1280x720 and max out nearly everything and play it at a solid 30fps with a controller? Lemme know what you think!

I don't get any lag problems with my mouse playing Fallout New Vegas which i have been playing today. I did start playing it with a xbox 360 controller but find the mouse/keyboard better.
Games like Borderlands will be better with a mouse like all shooter games and games like Assassins Creed will be better with a controller.

IntelHD graphics are only meant for low end gaming and if you want a better experience i recommend buying a graphics card.
As for frames per second on games some are fine at 30fps and some games like shooting games are better at 60fps. I suggest experimenting a little with your settings:)

Well I'm someone who plays console quite a bit as well, although I do vastly prefer the m/kb setup. However, all the games I've mentioned are games I've owned and played the hell out of on my ps3, so playing them with a controller wouldn't be something hard to get used to, it's just that for the time being I don't have the money to upgrade to a better PC and I figure I'd be better off just locking my FPS in these games to 30 and playing with superior graphics because my PC is incapable of playing any of these at a solid 60, the fluctuations, especially in Fallout, cause mouse lag on my system which is getting unbearable, but since controllers already use accelerated movement, it would mask the input lag, essentially I'd be getting a more console like experience but with the added benefits of modding until I upgrade, so I was wondering if I should go that route or not lol. This is regarding single player games only though, I play quite a bit of TF2 with m/kb and am able to maintain 60+ FPS always, so that's not an issue, I just figured having 60FPS in single player games wasn't necessary.
