Gigabyte Motherboard Boot Failure - System Repeatedly Attempts Restarts

Hello Everyone,

I'm having a bit of an unusual issue with my PC. Let me give you the background:

I got this PC built a few months back by someone from my University, the GPU was a Geforce GTX 570, which I recently decided to upgrade, I purchased instead a Gigabyte Geforce GTX 770, however, when I attempted to swap the cards, a problem arose.

I had to take the motherboard, hard drive, and PSU out of my case to rearrange some things to make room for the new card, upon putting everything back together and swapping the cards, my PC would not start, instead it loops and trys to restart indefinitely (the CPU and GPU fans start to spin up when I press the power button then immediately off, and the cycle repeats). Now originally I thought that I may have somehow shorted out my PSU when swapping the cards because I was getting short continuous beeps (indication of a PSU error) so I went to the store and purchased a new PSU, plugged it all in and got the same problem. Needless to say, I'm a little stuck.

I also tried replacing the 770 with my original 570 in case it may be a card error, but I get the same issue. I've tried popping out the CMOS battery and putting it back in also to no avail. Any help would be greatly appreciated, I really want to avoid having to purchase a new motherboard all together.

Gigabyte GA-Z77M-D3H motherboard
8 GB Ram
Intel i5 (can't remember exact specs, can't on PC to check)
700w PSU
MSI Geforce GTX 570 / Gigabyte Geforce GTX 770

any help would be greatly appreciated, hoping someone would have had a similar problem in the past!
