GTX 770 Lacking Performance. Help?!

Hey everyone! I JUST got my Gigabyte GTX 770 4GB from UPS today. I ordered it off of Newegg, but that's besides the point. I'll go ahead and list my specs right now.

CPU: Intel i5-2500k [Stock speeds - 3.3GHz]
GPU: Gigabyte 770 4GB [Factory OC]
Memory: 8GB Mushkin DDR3-1600MHz
Storage: 600GB WD Drive & 256GB Kingston SSD
PSU: Cooler Master GX - 750W 80 PLUS Bronze
OS: Windows 7

My previous GPU that I just upgraded from was a EVGA GTX 560 1GB card. The problem I'm having with my 770 is that I'm receiving poor performance from it. In Battlefield 4 Campaign, I'm only reaching an average of 60FPS on Ultra, and maxing at around 72FPS. I'm dipping down to 40FPS, though. The temps are going up to around 76 and the GPU usage is going up and averaging at around 90-99% usage. I'm not quite sure what's wrong at all. I installed the 332.21 Drivers and that's the performance I received. I also downgraded to the 331.82 drivers and still the same performance. Is there any bottlenecking or anything like that? Maybe BIOS updates. I'm not sure. I just really wanna get what I paid for. I didn't want to pay $400 for a slight performance increase. /:

Well, I pretty much just went to the website and downloaded the new drivers since when you download new drivers from Nvidia & when they install, it says that it removes all previous drivers and such. Then again, I'm not exactly sure. /: I apologize since I am fairly new with drivers and such.

That is weird since I am also using the 332.21 and I have not seen any performance issues with the version. Do you use anti-aliasing or VSync?

Also when I first put my 650TI instead of the of 520, the drivers from the 520 were working without any problems. The thing was the the 650TI was outputting half of the frames it is now, after I removed (manually) and installed the above mentioned 332.21 drivers (again manually).

I do use anti-aliasing and I used to use VSync with my 560, but other than that, I haven't used VSync with this 770. I'll try BF4 without VSync and see if it does anything different. I also tested Borderlands 2 and with everything max, it's still only averaging around 60-70FPS. I'm getting pretty frustrated with this, honestly. /:

Do you have any software that came with the card installed? Like I have the Asus GPU tweak utility and I have set it to 60 fps. This way the GPU wont compute more than 60 FPS and will consume less energy (noise and temp are not really an issue, the card doesn't break the 45C at full load anyway). Do you have anything like that installed? Have you set a frame cap in any of the games?

I just tried starting up BF4 and my computer just stopped at a black screen and froze, so I had to restart. So that's another issue that just appeared.

I have MSI Afterburner installed, that's it. So there's no frame caps that I'm aware of. Also in afterburner, it only shows that I have 3GB instead of 4GB on the card, so that confused me a bit, too.
