yes, the EVO is very good. The cooling limitation is more the interface between the CPU and the integrated heat spreader, which you can't do much about. But you should be able to o/c to about 4.4GHz with no issues.

ps, if you are on a budget, do you need an I7 or will an I5 be sufficient?

yeah I need the i7 its a work computer along with editing/gaming and game design
