***Need help building a gaming PC with a STRICT $400 budget including shipping etc.***

As the titles states, I have exactly $400 dollars I can spend on a gaming PC, I don't need a monitor or a mouse / keyboard / OS. I don't expect to run anything on high at 1080p, but I'd love the best possible build for my price. Thank you.
