Need help figuring out how to get my rig to play games on high-ultra at 50-60 FPS!!!!!

I have a rig with these specs:
Cooler-master Enforcer Case.
AMD FX 8120 8 Core Processor@3.1 GHz Processor
GA-990FXA-UD5 Motherboard
16 GB RAM
Windows 7 Pro 64 Bit
DX 11 Installed.
And a Radeon HD 7850 2 GB Graphics Card..

Why can I not run games on high-ultra smoothly? Ive seen youtube videos with people with poorer specs than my general rig WITH THE SAME GRAPHICS CARD running there games smoothly on high-ultra. Should I return this new graphics card I got (The Radeon HD 7850) and spend more money and invest in a R9 270X ? OR should i be upgrading my CPU to an AMD FX 8350 4.0 GHz to achieve my goals? THANK YOU FOR HELP!
 
Solution
An R9 270X will be able to play games at Ultra at 60fps with the occasional drop. An R9 280X will be able to play all the current games at Ultra 60+FPS with rare drops.

The GPU would make the most difference when upgrading, not many GPU's can run games like BF4, ARMA 3, and Biochock infinite, on ultra with good fps unless you spend 300 - 400$ on a GPU.

So I should return this graphics card (as I'm still able to), and maybe bump up to a R9 270-280X?
R9 280X should be able to play 1080P at 50-60 FPS with my Rig on games like BF4 and Arma 3 etc. , correct?
My resolution in games is 1366x768 btw.

And its running cool as shit man. Even when I throw up the game(s)' settings the card runs cool, I have great cooling as I have rear and top fans, as well as a fan built into my power supply providing some air from the bottom. I have a Corsair 850 Gaming PSU I mean i DOUBT it's air restriction. Anytime I throw on a game my CPU just goes CRAZY with noises and stuff thats why i thought maybe I should get a new CPU?
