Im looking for a 120mm, 140mm, 200mm LED fan ive seen many but not quiet and doesnt blow a lot of air out. I hope for it to be cheap.

Buy Cooler Master chassis fans of your required size with or wihout LED's. Connect those to your motherbord and change the fan profile to "silent" in the BIOS settings. If u want, u can also manually make fan profiles using "Smart Fan" application which is free. No need to spend more money for Chassis fans. Just remember to put fans in such a way that the air flow is good for cooling the components.
