Installed new GPU (r9 290 Windforce) but doesn't seem to work. Possibly DOA?

First off, my specs:
GPU: (Old) EVGA GTX 660 SC, (New) R9 290 Windforce OC from Gigabyte
CPU: i7 860 stock
PSU: Corsair CX600
MOBO: Intel DP55WB
HDD: One Seagate 2TB and one Hitachi 1TB
RAM: Four 2GB (8GB)
OS: Windows 7 64-bit

I know the title is like many others on this site and I've read many posts before bringing myself to this, but I just can get my new GPU to work. I am going from a GTX 660 SC to a R9 290 Windforce OC. I am pretty new to this problem so I wrote a bit too much so here are the main points:

Problem - Installed new GPU and upon first boot up, I get a black screen. When I reboot it, I would get as far as the post screen every time.
Things I've tried - Driver swept old card stuff, Updated BIOS, Cleared CMOS, checked if everything else was plugged in correctly.


I've changed graphic cards before so I know the necessary steps to follow when handling these kinds of hardware. I always made sure the card was seated correctly every time during each process. So prior to switching cards, I driver swept any Nvidia drivers I had on my computer. Then I put in the 290 and found my first problem. I would get a black screen. But when I would turn it off and on again, I would get as far as to the post screen. Any key I hit would let out a beep for about a second. I have a pre-built computer so it just says the company name (I am not sure if post screen is the word for it. Sorry for any confusion).

So now I've directed myself to this lovely site to find out the problem. I read updating the BIOS would help, so I updated my BIOS to see if that was the problem. The process of me doing it was switching back to my other card, downloaded the latest update, ran it, then once I got back into Windows, I would sweep any thing that Nvidia might have installed and reboot it with the 290. When I turned it on, same problem as before. It would first give me a black screen. But when I turn it off and on again, it would go as far as the post screen.

Next I read about clearing CMOS might help, so I did the three methods I read about to see if that would help. After every method I would check with my old card, run it, check if I cleared the CMOS, go to Windows and then driver sweep whatever Nvidia might have put on, then pop in the 290. Again same problem.

I checked to see maybe I had something loose somewhere on the mobo, or maybe something got disconnected, so I took everything apart and assembled it back in and checked if everything was plugged in correctly. First checked with the 290, got the same problem. Then checked if the 660 would work and it did, went to windows to see if it ran fine and that's pretty much when I decided to give up.

Sorry if I wrote a lot of garbage, but I wanted to make sure I had most of the stuff down. I've never had a dead card before so I don't know if it is me or the card. I'd like to think it is me so I wouldn't have to RMA it. I got it on amazon so who knows. I know the minimum requirement for the 290 is 600w so maybe I need to upgrade to something higher? That won't be for some time though. I have yet to check with a friend to see if it would work in his computer. There could be many more factors but I am starting to feel like I am wasting my time on it. Any suggestions or links from this site that I might have missed?

Sounds like its dead to me but if your able to check it in another computer do that otherwise send/take it back to where ever you bought it and get a new one, R9 cards have had a bit of a quality hit lately with AMD trying to meet Demand i had to return the r9 290 windforce i got because it would glitch and eventually crash my computer

it looks like you are just meet the power consumption and you mght need a bigger psu.the gpu consumes 380 wats under load.unplug hdd cdrom and extra case fans see if the computer starts.if you have liquid cooling it will not start.

considering it doesn't boot thats not this issue, besides i run plenty more stuff then he does on a antec HCG-620m

i am not saying it is the issue it might be the issue if the gpu has a problem.his powersupply migh not be able to output 600 watts if faulty and might just be able to output idle wattage.if he unplugs unneeded devices and it boots then the gpu might not need to be returned.
as for the drivers its best to delete entries from the registry if you know basic stuff about the registry.

Thank you for your input, john. I went in and tried unplugged my DVD drive, fans, both HDDs, and just left the everything on the mobo, cpu, and gpu connected. Sadly I still got the same problem. I even took out 3 of my RAM sticks and just left 1 in to see if it did anything. Still got the same result. I also took anything connecting to the USB ports out to see if it did anything, which it didn't.

Your solution gave me hope for a bit though! I am starting to think my gpu could be dead. Any more suggestions?

Thanks for responding, Presler! Sadly I don't have onboard graphics. Sorry that I didn't mention it in my post, so I am not sure how to perform the instructions you've suggested. But yeah, at first I used the generic windows uninstall utility, but had no luck with it so then I turned to using a driver sweeper. Yes, I have connected the 8/6 pin power connecter. How can I check about the compatibility issue? I'm not exactly sure how. You are right that because it is giving a signal, it isn't dead. I shouldn't have said it was in the post . Maybe it is just defective?

I had the exact same problem with a Gigabyte R9 280x a couple months back. It just won't go past post and would be stuck at the "E7" screen. I tried everything from BIOS updgrades/downgrades, driver uninstalls, CMOS and all the like. The problem was the incompatibility between this motherboard and newer Gigabyte cards. It seems to be Gigabyte in particular, because I swapped that out for an MSI r9 280x and the card has been running fine ever since. Try to swap out your 290 windforce with either an MSI, ASUS or Sapphire model (all three are great brands) and see if that helps.

Sorry to bump an old thread but I have the same problem with a vtx r9 280 and I was wondering what cards you guys eventually bought that worked?

I'm scared to buy anything in case I get the same thing.
