Which RAM type is best?

I'm about to build a new rig, and can't decide between the 2 RAM types below:

DDR3-1866 9-9-9-27 (PC3-14900) £59.99
DDR3-1600 9-9-9-24 (PC3-12800) £61.93

The 1600 speed RAM has faster timings but the Mhz is slower, so which one is faster? The cheaper RAM?

The cheaper one will be faster for most scenarios. The change in the final timings is fairly minor, and the increased clock speed will help to balance that out. You will also likely be able to easily reduce that last timing , you can generally drop the timings on RAM down a couple points from where they start and get good results.
