bringing old dell systems back to life?

I work in a small business with about 10 old dell pc's just lying around. they are dell dimension 4600's with intel pentium 4 2.66 ghz processors, 2-4 gigs of ram, ~40gb storage, all with windows xp. these computers are very slow. i couldnt find any OS disks lying around. my question is what is the cheapest way to speed these up?

Open the case, use compressed air to clean it, after this get CCleaner and ATF cleaner, run both, next check defragmentation, if it was never done before you need to run it.

After all this done report back, it is going to be faster for sure.
1. If motherboard and thermal solution supports it, upgrade processors to say 3GHz.
2. Memory to 4GB
3. Cheap 60GB SSD.

Use them as standalone presentation / training PC's, or if you have the capabilities, create an isolated wifi system and let the staff use them for trolling the net, without the fear of them pulling down malware!

You tried holding ctrl + f11 at the splash screen that shows when you turn on the computer and it did nothing?
You're gonna need a OS disk than to reinstall windows xp...
And it depends what you mean by speed up, you can take das_stig's suggestion and spend money on new parts, or just try and have a clean system without any software slowing it down.
