My router is directly connected to ISP's modem. I'm browsing the config of my router, and I see a WAN subnet mask of 255.255.224.0.

225 = 1111 1111
225 = 1111 1111
224 = 1110 0000
0 = 0000 0000

Does this mean that my ISP has only about 8192 (2 raised to 13) available global IP addresses?

Likely not in total. It may just represent the ip blocks they are using for your part of a city.

You can always go digging in ARIN.NET or RIPE.NET and see what interesting information you can find.
