PC wont boot after H60 installation

I was installing an h60 to replace my CM h101.
After installing the h60 my system wouldnt boot or even show the bios just fans spin and then shutdown after 1-2 seconds. I reverted back to intels stock cooler (broke my h101 as it fell and broke one of the damn plastic posts) Everything booted fine.
Concerning the H60, only the fan would spin, i heard no audible pump noise or vibrations coming from the unit. But i figured that was due to the 1-2 seconds not being long eneugh for it to start pumping.

Does asrock require cpu fan monitoring for bootup?

After searching some more, I realized i had the same issue as the guy in the video... my backplate was loose now that i remember and there's a good possibilty that could be my issue as the heatsink may have not been installed properly, im going to add some washers and see if i can get the heatsink on the h60 to mount flush once i get home.

Could that have caused my boot up issues where everything would run for 1-2 seconds then power down?
