Usually, you need to get them from the motherboard manufacturer.

Yes, changing the motherboard will most likely require a reinstall of windows.
And... you may have difficulties reactivating OEM windows on a different motherboard.

you can order a plate from the MB manufacturer or keep eyeing e-Bay OR get out the dremel tool and make your own...

from comparing the pictures it may fit but i would look for one that has the knockouts still in it you will have some open holes. Actually you don't have to have a io plate its in the back no one will see it, I looked your pc up thats a strange design almost like they been looking at too many Dells ( I hate the propitiatory PC's they do that so you have to buy parts from them,)

Sorry I'm kinda new to all this what do you mean i look at the holes in the board and the holes on the case and they match is it something to do with the wiring that'd be a problem?

no, just that your board wont fill all the holes in the plate you will have holes where the dvi input is on the new plate etc.( EDIT I meant serial port)
you could just use your old plate and trace it out and cut a piece of gasket material and put that in instead of a plate

can't find one will this case not be able to house the motherboard? and as for the shield i'd cut it if needed for hdmi and tape the excess including the 2 unneeded ones

I looked around and found several other people doing the same thing, no luck on a io shield to fit your board, they just installed it without one, they reallyare just for looks and will keep a little dust out but thats it. Did you think about getting a new board the one you have is a propitiatory board and no offence it's not a great board, socket 1156 boards are selling on ebay from $40 and up. but like i said you really dont need that plate, or just make one from a pattern from your old case.

that will work but i wouldnt spend the 10 or 12 $
the board will fit right in the case it's just the plate, to keep dust out you can cut one out of anything "poster paper" just as long as it isn't to thick

I could get a new mb but the socket 1156 on UK ebay boards like asus are all that's really on there and are selling for $130 also i'd have to reinstall windows if i buy a new board as it's a preinstalled version onto the HDD. If i were to stick with this board and forget about the shield will it fit the coolermaster elite 342
