Questions about OverClocking GPU

So, hello, im here again, If you've read my World of tanks problem, Good for you! though, nobody has answered... anyways, Different questions, I just recently bought a R7 240 (nice card, Brought my computer up really nicely [Sig] and, Well, I have overclocked it to 18+ power, 950 mhz Core, 930 mhz Mem... A few questions:



    Does the power limit really cause stuttering in games?


    Why do i have to restart the PC/Close CCC and CCCmonitoring for Fps to boost from 35-60/Oc to work?



I kinda understand why lots of people hate the drivers of AMD, but, i had to go here, i cant stand to play anything on that outdated Gt 620 :D

In order to maintain high OC's, extra voltage is needed. So if you have the frequencies OC without extra power, stuttering or crashes will occur.

Idk why you have to restart everything for it to take effect, it probably is the only way for the settings to get applied.

Well, Thats basically what the Power limit does, it lets the GPU take in more power, allowing higher clocks (it took out the throttling i was having...) I haven't noticed any stuttering, but, Wouldn't i get errors in OCCT if i didnt have high enough voltage? (I cant change voltage sadly, Card doesnt allow it)
