I have no sound on my Toshiba laptop after a power shutdown because of low battery.

I was watching a video at the time it blacked out. I didn't erealize power cord wasn't plugged in all the way. I have Windows 7. I have checked all the settings and they are on and look fine. I even tried restore.

Try disabling the audio drivers, restart the computer and then enable it and see if it works.
