I have built this low end custom computer but for some reason when i try turn it on everything spins (fans and hdd) but I get no picture or beep code error or anything. I had this problem once before with a different PC and it turned out to be the motherboard. I was hoping there was another way to fix this problem or at least figure out for sure that it is the motherboard that is the problem. I dont know why there would be a problem with it though because i got it new. All the other components are used but i have no reason to doubt that they are the problem. I had gotten the parts from friends who had upgraded and just didnt need them. Ive only got 1 stick of RAM for it which i have tested in all 4 slots and ive tried 2 different video cards (there is no on board video)

Specs of build:
AMD processor (AM2 socket)
2GB DDR2
250GB HDD
AMD 7470
MSI N1996

Solution
The mobo you list, if typed correctly, seems to be an OEM nmobo (HP, Dell etc) and as such, it will be their bios that determines what is supported.
It's entirely possible your processor is not.
