Where can you buy a non oem version of windows 7 home?

will that be like an oem version or not? What i mean is will i be able to use that code with another system if i were to deactivate it and try put it across onto a new system?
 
According to Amazon :

Microsoft no longer offers Windows 7 Home Premium fully packaged retail product (FPP). If you're confident in your installation abilities and don't need Microsoft Technical Support, Amazon sells Windows 7 Home Premium System Builder OEM 64-Bit. Otherwise, Microsoft retail product has transitioned to Microsoft Windows 8.1 - Full Version.

Perhaps but what they are selling is unused OEM DELL licenses which are only supposed to be sold with a DELL computer system (they purchase off lease used computers and recycle the license since the Large OEMs use their own SLP key to install the OS but MS requires they attach a COA with a unique product key to each system sold even though that key in 90%+ of the systems will never actually be activated - so they purchase the bulk used systems and sell those keys which 90% of the time will work fine but are actually not legal to sell unless sold with a DELL computer system and are only legally used on a DELL MOBO. this is why they can sell them for $30 but is practically the same as using a pirated version which you do not have to pay anything for all you are doing is giving a third party company $30 to use an illegal version of windows (even though it will activate and work fine most of the time - the same can be said for pirated copies !!)

However that is not what the OP is looking for as he wants full retail not OEM so can not use this method anyway !
