Westinghouse Monitor Will Not Power Off

My Westinghouse computer monitor recently failed to turn off. Now when power button is pushed, screen goes white and appears to have a "hot" (distorted) band move down from top. Have to unplug to turn unit off. When plugged back in and connected to laptop works fine. Until I try to turn off, then the white screen. Unit is around three years old. This just started this week and any suggestions would be appreciated.
 
if the unit uses an electronic on/off switch the switch may have gone bad or there dust in it.. you can try using compoinent cleaner on the switch see if it fixes the error. if the unit out of warranty. also pull up form the model info a repair guild and parts list for the unit. see if the switch and or power board are one part.

Thank you for the feedback. It has a small power button. I have blown out what I can get to without disassembly with no change. Could be bad switch. Will need to weight cost of parts & labor verses replacement. Unit is three years old.
