Windows 8.1 auto restarting

Hello

I have a GIGABYTE mother board (Intel 945P) and i don't have a DVD-Rom and for some reason my motherboard doesn't Boot from usb so i gave my Hard Disk to a friend to install me a fresh version of Windows 8.1 after he installed it i tried to run it and it just keep restarting so i gave my Hard disk back to him and he said it works fine so is this a Board problem or Just my pc has issues

P.S : my older version of windows XP Was pretty missed up with Viruses so i Got Windows 8.1

(Processor Pentium 4 (2.84 GHZ) Rams (1.5 GB) And i don't think the processor is the problem because i saw some people run windows 8.1 on a really low PCs

I had the same problem at my fathers office but it was with windows 7.
A customer brought it saying that he had "blue screen" so i started up and as soon as it started it rebooted with a blue screen so after searching for a solution I saw that the problem was in the Power supply so I changed it and now it works like a charm!
