problems with sata not connecting

I have been looking for answer everywhere but everyone says do it in windows. well i cant do it in windows because the blu ray drive and hard drive dont connect to the motherboard for some reason. when i pull it up in bios it says empty. everything else is plugged in and working. i also bought 2 new sata cables just in case the ones i received with the motherboard were defective.
i made sure that they are 100% in and i have tried switching the slot. is there a way i can check it from the bios. please i need help because this is my first build and in no way know how to use bios. also could it be a problem with my motherboard not providing the sata with energy or is that my energy source problem

The SATA cables from the motherboard don't provide power to the various drives. There is a separate, wider connector from your power supply responsible for that.

You should see the drives in BIOS if they are working correctly.
