As it states, I have a strict $400 budget, including taxes / shipping. I have about 5 builds I've compiled here: http://pcpartpicker.com/user/himfour4/saved/ I'm not sure if they're good or the best they could be for $400, any suggestions or recommendations would be appreciated.

I'd say you did darn good for the prices. Any of the Athlon X2s with a discrete card will be better gamers than the APUs. If the price difference isn't too much look to replace the Athlon X2s with an Athlon X4 750K or 760K for best gaming bang for the buck.
Well I literally can't go over $400, including shipping and tax, so I'm just trying to get the most FPS out of my money with whatever setup possible, which is why I'm having a really hard time choosing. Trying to balance GFX power with CPU power and I don't know how to do it lol.
