Cpu dead or no?

Hi. I need some help. Computer starts but no signal. One day I turned on my comp then saw that my cpu temp was over 80 then over 90 c at startup. I turned my comp off quickly. And tried turning on after few mins. All I got was no signal but fans spin etc. I took gpu, cpu, ram etc. out and put the parts back in next day and tried again but still didnt work. I tried replacing battery and cmos. Still nothing. Any help? Also my cpu was playing up after we had a power out few months ago and wouldnt overclock or stay on the same number. It was always moving between 3.7 3.8. My oc was 4.0.

Cpu- I5 3570k
MBoard- Asrock (will have to check version)
GPU- 7870xt sapphire
Ram- 16gb kingston ddr3
550W PSU XFX BRONZE 80%

Sounds like a bad CPU to me. Power outages can wreak havoc on systems not properly connected to an actual surge suppressor on UPS. I would agree with the route of testing another CPU in the motherboard just to rule out the possibility that it is just a damaged motherboard. If you don't have a spare CPU to test with I would try warrantying the CPU if you are still able to as it's most likely the culprit.
