Why is my power supply so loud?

I have a thermaltake SMART 750w power supply and it runs pretty loud for idle or low load. You could compare it to be about 20 feet from a bathroom with a hair dryer on and the door closed. Then when the load increases or when im in a game for example it will randomly get really loud like someone opened the door and you can hear the hair dryer pretty well. Is there any reason it's this loud?

Specs:
CPU: Intel I7 4820k
GPU: GTX 770 Windforce OC
Motherboard: Asus P9X79 LE
PSU: Thermaltake SMART series 750w

Fan noise does seem to be a theme among reviewers (KitGuru even suggests swapping the fan found here) http://www.kitguru.net/components/power-supplies/zardon...
If this is a recent development, I'll suggest cleaning the PSU out real good with compressed air (you might even remove it to do that)

Also, it makes a wierd loud noise as if the fan was too tight and trying to spin or something

That may be cause for RMA, is the PSU brand new? If so, you might present the argument to Thermaltake that the noise does not instill confidence and is a source of great concern
You might look inside the PSU (from the fan side) to see if there is a wire rubbing against the fan (not unheard of)
