Frame problems with R9 270x while playing games

I am having problems with my new computer while playing every game ex.( War thunder, World of Tanks, Dayz mod, infestation survivor stories). The issue is that while im playing my frame rate for example in warthunder I get between 70-90 frames on max setting and randomly it will drop for 5-10 seconds to 20 or less while playing. I even lowered setting down to low to see if the problem still persists and it does only instead of 70 to 20 its 200 to 40 frames.
I have a AMD 8320 with 20% overclocking(default came with it), R9 270x gpu, 8g of ram.

Now I know this may sound weird but I had a similar problem on my laptop awhile ago and I fixed it by playing a video while playing a game and I even got more frames.

when you say clean driver reinstall you mean inserting cd and resetting to default? this is just my first time reinstalling driver software since I am just switching over from console and im still playing it safe. I don't know if that would be the problem as I just recived this computer within a week but ill figure out how and do it and let you know if it helps

I haven't installed new drivers as i want to wait till weekend so i will have time to fix it if i do anything wrong but i was playing and i had msi after burner running and i noticed i only had a max of 750MB be used while i was playing and i have 8gs of ram could that be the problem?
