What could be causing interactive items on my second monitor to be invisible unless highlighted? (pictures)

Basically, anything clickable that should be displayed on my second monitor is often hidden if I have another piece of software open such as Chrome. For example, if I right click to bring the copy and paste menu up, the box and all other options will be hidden unless I guess where they are and highlight them with my mouse.

I took 3 screenshots and added text to display my problem but it looks like the font is too much so I'll link a pic and explain what you're looking at.

Here you can see that I've pressed one of my bookmarks folder in my bar, now instead of all my bookmarks in that folder displaying only a few of them have shown, you can see the top half is hidden except for the first bookmark, this is because I highlighted it. The gap below the first bookmark will remain hidden unless I also highlight them.

In this picture I have decided to launch one of my favourite games. You can see from the bar at the bottom that the game is displaying as selected and should be on top, how it's hidden and it won't show it's self until I highlight it. ( Note: At this point it's just a launcher, not a full screen game)

Finally, this picture displays only sections of the launcher. I had to throw my mouse around to display sections of the launcher. Anything showing can be clicked to interact with it, I didn't click anything yet, only highlighted it to display it. There should be a lot more to the launcher but sadly, even if highlighted, it won't show because nothing that can be interacted with.

Finally, if I were to close chrome and have absolutely nothing showing, THEN click my game or right click, the FULL menu(s) will be displayed without having to do guess work and highlight things.
