what is the best graphics card for core i3 2100 ?

The Best GPU for an i3-2100 would be the best you can afford
Really though, it depends on quite a few factors.
Probably the most important would be your budget, the resolution you game at, the games you play and your PSU.
While your i3 is not the newest or fastest, it is still powerful enough to keep a fast GPU fed in most games.
You are always going to have a bottleneck somewhere in your system; the real question is how large of a bottleneck it will be.
Generally speaking, at higher resolutions with higher quality settings the CPU will become less of a bottleneck and performance will be dictated mainly by the GPU.
That is to say, if you are gaming at 1440p or higher, you should definitely get the most powerful card you can afford.
If you are gaming at 1080p or lower, you should carefully consider your budget and consider saving some of your funds for a future platform upgrade.
