Is it possible for me to make my whole desktop, including items, FILL my monitor screen WITHOUT lowering the resolution? It's not too much of an issue, but I would like to know if there is a solution. I'm running windows 7 64-bit by the way.
Look in your monitor settings - if your issue is that there's a black border around your desktop before the edges of the screen, it's an issue in there.

I have had a look around all my monitor settings, and I can't find a solution. And yes, the issue is that there is a black border around the screen.
In the amd catalyst there is an option to stretch the screen image to fill the black border also make sure you have the most up to date graphics drivers

thank you, I will check this as soon as I am at my computer. I did look on the AMD catalyst, but didn't know where exactly to find such an option.
