Is it normal for screen to flicker?

Built this PC myself, & it seemed to work fine but ever since I built it I noticed this flicker.

Whenever I watch videos, or play games, the screen will "jump" like the whole screen shifts upwards a few lines of pixels, and then back down, and it happens within a fraction of a second.

It does this very randomly, and ONLY when watching videos or playing games. It normally does it about 1 time per 5 minutes, sometimes more, sometimes less.

What could this mean? I'm still able to play games, I play for hours at a time on this PC, but it still flickers no matter what.

EDIT: It can't be any of the connections because I have made sure they are ALL secure. Also, it isn't the monitor, I also use this monitor with my Xbox & TV & it NEVER does this on those devices.

A screen shouldn't flicker, do you have the most up to date display drivers?

Yes My drivers are completely up to date, checked it several times. I also have my refresh rate set to the minimum my screen allows.

I noticed it does this MORE often when on youtube. It'll do it upwards of 5 times per 5 minutes on a youtube video, but only like twice per 5 minutes while playing a game. It's really annoying. I could live with it, but it's very disruptive because I can see it happen.

Make sure that you're not using beta drivers, as that can be an issue. Also, try using a different display type (eg. vga rather than dvi) and see if it changes.
If that does nothing, try using a different GPU/onboard graphics.

Sorry it took a while to reply, I've been without internet. I am definitely not using beta drivers, I triple checked.

I will try to use a different display type, though my GPU only has DVI, HDMI & display port, My monitor only supports one of those, so I'll have to see if I can borrow a monitor or use a TV screen or something.

I'm starting to wonder if it's the GPU honestly because it's so random, some games work fine, for example if I play Mechwarrior online, it's fine, but if I play Terraria, it flickers.

It's so weird & selective, I don't get it at all.
