Help on choosing a new graphics card

Hello this is my first time posting here
I'm currently looking for a new graphics card since my hd 5400 died out on me
looking for a video card than can run dota 2 on max settings on 1366x768
my budget is 70-100$
here is my computer specs
PSU: Powerlogic 450w(it says 450w max power and 230 real power dunno so i'm gonna write it anyway)
RAM:4 gb
CPU:Intel Core i3-2100 3.10GHz
OS:Windows 7 Ultimate 64-bit
MoBo:GYGABYTE GA-H67M-D2-B3

i looked up for it and apparently it requires 500W (or greater) power supply with one 75W 6-pin PCI Express power connector
should i change my psu as well?

if your psu is generic go change it. a decent 450 can run a 7770.
