Almost anyone I've ever asked says intel makes better processors for applications like gaming, but why is this? Why is a quad-core 3570k @3.4 GHz better than an 8 core FX-8350 @ 4.0 Ghz? does it have to do with 22nm ivy bridge vs 32nm sandy bridge?

That's the reason - "cores" are not the same - different architecture (build). Intel cores are about twice as powerful as the AMD ones. AMD has twice more cores so in theory it should balance out, but the problem is that it is harder for applications to utilize 8 cores simultaneously, so Intel wins out most of the time.

Intel cores complete more instructions per cycle. AMD accomplish less, and this is why AMD needs to increase the clock speed and offer more cores to keep up with intel.
