Is this a DOA graphic card?

I recently had a doa graphic card I bought from newegg I tested it on two rigs & still no display or post screen. My new one finally came in the mail & I am getting the exact same issues.
I have it fully seated & the motherboard is not beeping so it detects it as well.
I also have a 500 watt psu I bought from newegg for this graphic card, I guess its working fine my old graphic card is powered up fine. Another thing that is weird is when I power on my pc the fans start up at normal speeds than they get really loud. Than I pushed the power button to power it off than it shuts off automatically. Instead of the regular 5sec power off sequence.
So i wonder is it my psu that is actually underpowered? Or is it just another doa graphic card?

check for a bios upgrade for the motherboard. on the site of the manufacturer.

did you connect the pci ex power plugs to the top right of the card? (if any needed)

Yes I have the graphic card connected to the pci ex plugs even lights up, when the pc powers on
