I have pretty bad microstuttering visible in all of my 3D games. I cant even play Borderlands 2 without it looking choppy, but this happens in BF4, D3, and games like that. I have replaced almost everything in an attempt to fix this problem but nothing is working. I tried playing with the Nvidia Control Panel and it didnt help at all.

This problem has been happening before when I had a gts 450 so PSU power isnt the issue.
The only things I haven't replaced are the CPU and PSU. I got a good cooler for my CPU so I could overclock it up to 4.2 but that has barely helped in a few games. Could a year old PSU cause micro stuttering at low loads?
