first of all, my build:
EVGA gtx 760
FX 8350 (Lower end liquid cooling)
10 gb ram (Not the problem already tried)
1tb harddrive

Whenever I play games, I'll get 60+ fps or whatever I should be getting, then all of the sudden, my fps will drop to the low 10's or 20's. How should I go about fixing this?

It is probably either the game or your drivers. If this happens in all of your games and you can confirm that it is not an isolated incident within a single game, then I would properly uninstall your drivers and try again with a fresh install on the latest WHQL drivers from NVidia.

It could also be an overheating issue of the driver replacement dosent work

Do you think it would be better if I where to just use my *shiver* stock cooler?

No probably not. Get something like hw monitor and check your temps while playing games. And when the fps gets low check your temp. If it is unusually high that is your issue.

Yeah that not a great temp :(
Are you overcloking or anything?
It starts to throttle at 70 degrees i believe so i think this might be your issue.
Is this at idle or load?

That's not a terrible load temperature for an 8350, some people run theirs at 75 C load without issues. AMD components tend to get hot, and they know it, so they have a high temperature limit.

But even not at load, it remains at 70c, which leads me to believe it is overheating, and throttling to maintain 70c.

I'd reapply your TMI and check your cooling system.

Load or idle? That is very high for idle, but good for load.

Thanks everyone, I'm almost positive it's a heating issue, I'll pick up a hyper 212 EVO.
