Tool suggestions to bend / cut edge of CPU cutout to accomodate cooler backplate

Hi Everyone,

So I have a Cooler Master Silencio 352 Case which is Micro ATX sized but also allows Mini ITX boards inside as well. I have a Mini ITX Board (Asus maximus VI Impact).

Problem: The CPU backplate holes on one side is VERY close to the edge of the cutout and the use of the backplate on my Noctua NH-C14 hits the cutout edge - I can still screw the mobo down on the standoffs, but I am sure it puts pressure on the board. I don't want that obviously.

I have mocked up an image of the parts to see the backplate edge being affected:

I believe Cooler Master forgot to accommodate standard CPU placements for ITX sized boards - design oversight on their part. I emailed them to ask for suggestions - no reply back now for over a week.

Because I love the case, I do not want to return it. I believe that I only need to remove or bend a tiny portion of that cutout to fit the backplate comfortably without compromising the structure of the case.

SO, what can everyone here suggest I use to cut the parts out with as cleanly and easily as possible to clear that backplate?

i don't have access to a dremel or grinder. I do have a file, but not too sure how to start the cut - wondering if there are specific tools for that...
