Hard drive keeps making access noise

My pc has been making a lot of hard drive accessing noise every couple of minutes for at least a minute or so. My windows is installed on a Samsung 840 Series 250 GB 2.5" Solid State Disk, and I have two regular hard drives for storage. Whenever the hard drive access noise is on (along with the light), I see virtually no difference when I look at tasks in task manager. The only hard drive that is being accessed is the SSD, and hovers between 0-3%, but the number does not correlate with the noise at all. The processes that are typically accessing the hard drive are chrome and system, but nothing new pops up when the access noise is on . I ran the windows defender full scan and it found nothing.

I will appreciate any help with figuring out what is causing this and how I can fix it.

it might be a power setting in power management. see if the hard drives are turned off by windows after a period of inactivity. if they are, then what you're hearing is them turning on repeatedly when windows suddenly needs them. If they aren't set to turn off you might have a dying hard drive on your hands. they typically get noisy just before they die.

It had no effect. I do not think it is a dying hard drive since it is just the case speaker that is making the noise for hard drive access, and the hard drive access light turns on.
