E8600 3.33GHZ processor not booting

I have a IPIBL-LA (Berkley) Motherboard, and just swapped out my DUO Core 2.66 GHZ for a new DUO CORE 8600 3.3GHZ processor. But, upon booting, i get stuck on the BIOS Splash Screen, can not access boot menu, or BIOS settings.

So far I have: Double checked CPU is properly seated, the new processor is compatible with my MB, I have confirmed latest BIOS version, Heatsink is properly seated. I have reset CMOS, and have done a physical battery reset. I am so confused as to why my computer is not booting. HELP PLS.
 
Solution
I'd trust more in the info coming from the maker than from some 3rd party website... since you've already updated to latest BIOS and still doesn't work, it's because your mobo doesn't support it.
hmm where did you confirm your mobo supports the E8600? according to HP's website:

Socket type: 775
Motherboard supports the following processor upgrades:

Intel Core 2 Quad Q6xx0 with Quad Core technology up to Q6600 (Kentsfield)
Core 2 Duo E6x00 up to E6850 or E6700 (Conroe)
Core 2 Duo E4x00 up to E4400 (Conroe)

No mention for any E8xxx series support.

Bear in mind I couldn't find a complete CPU supported list though.
