Are OC'd Radeon R9 290 cards as fast as the 290X ?

I am currently saving for a good performer and my budget is 400. I am a huge fan of Nvidia but the 780 is too pricey and the 770 is the second best bet, but only features 2 GB of ram. I wanted to upgrade my Monitor later this year so red team looks like very good value.

So comparing 290 vs 290x i've found that the difference between both is the core clock of about 50 mhz.

Radeon R9 290 - 947 MHz (ref design)
Radeon R9 290X - 1000 MHz (ref design)
Gigabyte R9 290 - 1050 Mhz (windforce)

The price on the non-X version is always 100 Euro cheaper. Since some non reference boards are higher clocked than the X base model, is it smarter to buy those or is there something else to look at?

If you get an early version of the 290 the BIOS can actually be flashed to make it a 290x (AT YOUR OWN RISK!). Even if you don't OC it, it is a much better value than the 290x.
