is my PSU stable? its been restarting over and over again and sometimes it doesnt boot

my pc randomly restarts ever since the blackout happened

heres my spec
550W psu w/
1.34v is 1.27v - cpu vcore
1.86v is 1.86v - vin 1

+3.3v is 3.25v
+5v is 4.85v
+12v is 12.71v

i dont know why it restarts i tried changing the ide cable which seems a bit strangled this started when i changed monitors from a flat screen to a 17" samsung syncmaster 740n from a acer flatscreen 13"

thanks for your time on replying. i checked my motherboard and theres no capacitors that are bulged. my hard disk makes a sound when starting up though and p.s. whenever my pc stops booting i notice that my cd-drive also doesnt boot up does that got any relation? my motherboard is asus p5s mxse
