Is my GPU dead?

I was playing games as usual when the screen suddenly went green with stripes. I then restarted the PC and found green patches and red lines during startup, as well as a black screen filled with green dots after Windows Logo. The fan is spinning and I managed to start once to check on Device Manager which says that the device has a problem. Does this mean my GTX 460 is dead, or is the a way to salvage it?
Thanks in advance

check the idle and load temps of the gpu to see if is overheated.also try an other cable in case its a faulty one.also reinstall the latest drivers to make sure they are not corrupted.also you can underclock it a bit and see if the artifacts dissapear.if they do after an underclock then it might be dying.GeForce GTX 460 - 26A on the 12v rail and a 450W PSU minimum recommended. i suppose your psu can provide these numbers.
