Well one day I had my computer of about 2 years running perfectly then the screen goes in complete vertical lines (rgb) so I shut it off and restarted it have me the regular safe start, start with windows. Started windows then after I put in my password it froze on the load screen. Attempted the repair then it would go pass the load screen but if I tried to open a program it would freeze the computer again. Now Im in this loop where my computer wont let me access my programs. Please help.

Sounds like bad hardware, a bad hard drive can cause your symptoms, so can bad RAM or a bad motherboard or video card.
Start with doing a low level drive check, either though a utility from the PC vendor, the hard drive vendor or a generic one from a utility CD like Ultimate Boot CD or Hirens.
If the drive shows errors, replace it and install Windows on that.
