Yes Windows Vista, Windows 7, and Windows 8 natively support touch screens. If it plugs in through USB, make sure if there are drivers needed that they are available.

If it is touchscreen and not an all in one PC, then usually you need a USB cable to plug into the PC to pick up the touchscreen, I could be wrong.
