I've seen RAM issues and video card issues cause this problem. I've seen motherboards mounted with no standoffs causing this type of issue.

Did you build this PC or buy it? Have you performed a Windows Memory Diagnostic? It's included with Windows 7 and will help you determine if this is a RAM issue.

I builded my self graphic card is having no issue it is pretty stable with other builds I haven't checked ram its hyperx red from Kingston what do you mean stand alone mobo

If it's stable, why is it restarting?

About the standoffs...
If you screw the motherboard directly to the motherboard tray instead of using the 9 appropriate standoffs you will experience electrical shorts as the metal parts of the motherboard are making contact with the metal on the motherboard tray of the case:

If you do not do this, or if you use additional standoffs, your motherboard will short at various times and cause the PC to restart.
