Power requirements for a GFX Card

If someones Power supply is not enough for the Graphics Card by the slightest amount, will it still power and ensure the graphic card works? If not, is it essential that a 20% increase of the power requirement is in the power supply.
 
Solution
Your card will work but depending on how small the power supply and brand, also on what GPU. If the PSU is slightly to small for the system in most cases it will work ok but you are running the PSU at near maximum all the time when gaming ect which is bad for the PSU. If the machine is underpowered when its at full throttle (running an intensive game or benchmark test) then a few things could happen. Your machine will not run at full potential (best case scenario), your machine will become unstable and may cause random things to happen crashing ect, you overwork the power supply and burn it out (cheap PSU's burn out faster when over 80% load), you overwork the PSU and it blows taking out components in your machine (this is worst case...

As a note my Dad's machine has a 8800GTX (I put it in after his crappy GPU died) it only has a 250w PSU and it rung great however he never games or stresses the card so basically if you dont push the GPU you can use a smaller PSU. (In this case the machine is only used for internet banking and social networking no gaming ect)
