Hi, my laptop also won't go to sleep at times. My version of this problem(and solutions attempted):

laptop: Asus eee PC 1201n (made in 2009)
Windows 8.1

Boot machine, sleeps normally
If I ever hibernate the machine, after it wakes from hibernation it won't automatically sleep ever again(screen-off works automatically, but not sleep). Please note when I say hibernation it's the actual windows hibernate-data saved to memory, all powers off.
If I turn off all internet connections, it will automatically sleep again.
If I reboot, it will also automatically sleep again
If I ever hibernate, problem resumes

So something about hibernation causes a network problem which prevents auto-sleeping, and can be fixed by turning off all internet connections.

Solutions attempted:
Leaving homegroup and disabling network sharing
Disabling IPV6
checking all powercfg requests

Does anyone else have this issue tied up with hibernation?

Solution
Hi

I was having the same issue since I updated to Win 8.1. I solved it one time without really knowing why. But after a Win Update, the issue popped up again. Again I tried several things and get it working again. Last Week-End, same things happened again after a new Win update and now I found how to solved it with a single trick:

1) disconnect your ethernet cable
2) deactivate your ethernet adapter
3) shutdown your PC (force it if it won't ...)
4) reconnect your ethernet cable
5) boot your pc and reactivate the Ethernet adapter

That's it!

Everything else was not working for me (and I tried tons of)

Cheers
Edouard
Win8 seems to have quite a few sleep issues. I have had quite a few problems myself, but as it is a desktop it doesn't bother me enough to fish out the problem.

Things to try:
1) Update your drivers, especially those related to your network adapter and graphics card
2) Make sure you do not have any shared files hosted on your computer
3) run powercfg and start shutting things down one at a time until you find the issue
