I'd like some help diagnosing an issue.

First build and I need your help.
So this winter my brother and I decided to build a mid-range gaming PC. We got together $1100 and we've basically had problems since then.
After completing the build, we couldn't get it to post. Luckily, our MoBo has a Dr. Debug module on it. It flashes '15' then changes to '10' and stays there until power is cut. The symptoms remain even if all non-essentials (SDD, HDD, ODD, GPU) are removed. Here's what we have in the build:
Case: CM Storm Scout II Advanced

MoBo: ASRock FM2A88X Extreme6+ FM2+ / FM2 AMD A88X (Bolton D4) HDMI SATA 6Gb/s USB 3.0

CPU: AMD Athlon X4 750K 3.4Ghz

RAM: 16GB PNY XLR8 1600 Memory
And even though it's unnecessary to post:
GPU: Sapphire R9 290
SSD: Samsung 840 Evo
HDD: No-name 3TB Toshiba drive
ODD: No-name LG drive

Your motherboard manual should explain what the POST code read-outs mean.

The manual states that 00-56 are RAM issues, but if I remove a module or swap them around, I get the same result.

It is quite possible that your memory is not compatible with your motherboard. Did you verify the memory was compatible with your motherboard?

Now I feel like an idiot for just buying the cheapest memory I could find. Thank you, kind sir.

Yeah. Sorry for not following up, I had to go into the attic to find some suitable boxes and finish up some RMA requests. I'll take a look at what's on the market and what's compatible and find something that fits my price range. I felt a bit like an idiot after I realized that it might just not even be compatible. Thanks for your help!
