Installing Operating system without a Bootable USB

I dont have a bootable USB other than my 4gb one ( not big enough for windows7 dvd tool ) can i install my operating system to my secondary HDD using my primary? I Have the virtual image. Google wont give me a straight answer.

the 4g stick is fine i used 4g sticks for windows usb boot disks. you have to make sure the usb stick is blank and fat 32 formated. the windows iso to usb tool works fine.

Its telling me i need an additional 3.6gb on the USB
